2.22.25 Meeting Minutes

A quorum was established with a total of 13 residents in attendance, including 3 online participants and 10 in-person attendees, comprising all four board members. President Michael Steely called the meeting to order at 3:03 PM, with 11 residents present at that time.

Items Discussed:

Financials:

  • Account Standing (Latest Financials Attached):

    • Operating: $43,607

    • Reserved: $56,135

    • Petty: $1,573

  • Transfer of Sale Fee: The management company recommended increasing the transfer of sale fee from $125 to $500, which is now the average among similar communities. This change would not affect HOA fees for residents but would be included in closing costs for buyers. The motion was passed with unanimous approval from all four board members.

  • Veracity Portal: Many residents have requested access to their accounts to view outstanding balances. Veracity suggested implementing a residential portal for residents to manage their accounts directly, at a total monthly cost of $50. This proposal was also passed with unanimous approval from the board.

  • Debit Card for Community Duties: Deborah, the HOA Secretary, requested a debit card to fulfill community duties without needing to front costs and wait for reimbursement. This request was approved by the board.

  • Foreclosure Proceedings: Approximately 10 residents have not made any payments over the past two years despite multiple communications. The board voted to initiate foreclosure proceedings properties that haven’t paid in over 2 years, with unanimous approval.

Project Updates:

  • Speed Bumps: No updates are available due to weather conditions and competing priorities. Installation will resume when conditions improve.

  • Erosion and Sand Filling: The dirt filling for erosion is complete, and sand has been added to the low spot in the Fernando common area. Cindy, a board member, requested additional sand due to rain impacts, $1500 was approved.

  • Signage and Fire Lanes: A stop sign and speed sign have been installed, and fire lanes have been painted. Additional paint is needed to complete some areas.

  • Towing Services: Towing will commence by the end of the month. Initially, 4amStorage could not provide services due to our community being closed, but they later agreed to offer towing services accessible only through the HOA. We are exploring options with Metro Parking Solutions (MPS) for more comprehensive services.

  • Parking Violations: A rule will be filed with the county regarding parking violations and towing rights for obstructed fire lanes or broken-down vehicles. This was approved by the board.

  • Tree Maintenance: Trees along the backs of Vista Mar houses have been cut.

  • Entrance Signage: The signage company presented options, and the board voted to increase the budget to $10,000 for new entrance signs.

Elections:

  • There is one open board position, and Zaeem's spot is up for reelection. Interested candidates should submit a photo and a short bio (4-5 sentences) detailing their qualifications by March 31, 2025.

Other Items:

  • Fiber Optics Internet: AT&T will offer fiber optic services in about three weeks. A resident mentioned that Spectrum plans to install fiber optics soon, although the board has not received official confirmation.

  • Traffic Lights: A resident inquired about traffic lights at the front entrance, which the city previously stated would be on a two-year waitlist. We will follow up with the city for updates.

  • Renters and Community Rules: Concerns were raised about renters not adhering to community rules. The management company will be consulted, and this topic will be discussed further at the next general meeting, either in April if an election occurs or in June if not.
