11.9.2024 General HOA Meeting Notes

Quorum met with 8 resident members in-person, 5 online, and 3/4 board members present: Michael, Deborah, and Cindy. The meeting was called to order at 3:43 PM by the president of the HOA, Michael Steely.

1. Fire Lanes

a. The fire department came out and stated that we are able to paint fire lanes as they were because with each home having a driveway and garage, we are considered a single family unit community.

b. A company will be coming on the 18TH to do power washing and will be striping lanes on the 19th . It will take about 45 minutes-1 hour to dry.

c. They will also paint stop blocks at the stop signs and arrows at the exits to help people stay on their side of the street when entering or exiting.

d. The lawncare contractor will come to hedge the grass to prep for the fire lanes. This is a one-time occurrence. e. Residents who cause a hindrance to fire lanes to be painted or cause smears will have split the cost of the company coming back to paint. This was put to a vote and 3/3 board members approved this decision.

2. Towing company

a. We were able to partner with a towing company that has a lot to tow in our neighborhood. Once the fire lanes are painted, they will be able to put signs for towing.

b. This will occur approximately 2-4 weeks after fire lanes are painted.

c. Residents will get a 2 week notice before towing is enforced

d. An officer will also be coming about twice a day to write tickets. e. If cars are not parked with the flow of traffic, they will also be liable for ticketing.

3. Internet

a. AT&T fiber optics is going to be active in January

b. There are some homes they are not able to get to at this moment, so they plan to come back and ensure those homes will be able to have it as well.

c. Digging will be done in the beginning of December.

4. Financials

a. Updated financial statement will be emailed out to the community soon once new account manager sends it.

b. One owner has not paid in over 2 years and we will be moving forward with foreclosure process this January.

5. Trash Bins

a. If Trash is not removed by EOD Thursday, residents will be fined $25. This was put to a vote and 3/3 board members approved this decision.

b. If there is an instance were trash can is still out due to the city not picking up trash, resident can reach out to board for waiver.

c. Reminder: bulk trash cannot be set out until the night before the 2nd Monday of the month and after the end of that bulk week. Any bulk trash seen in the community outside of this bulk trash window, will be subject to a fine.

d. Residents can dump trash at the Arlington dump off of 157 for free up to 4x a year on Saturdays. All you have to do is show your water bill.

6. HOA P.O. Box

a. The HOA P.O. Box is no longer needed, so we are not renewing it. We will save $400 a year with this closure.

7. Website

a. We have a new website where you can access our documents and news.

8. Community Signage

a. We will be getting a new neighborhood sign with solar lights for the front entrance on Trinity.

b. There is a $3000 max budget. This was put to a vote and 3/3 board members approved this decision.

9. Updates on projects

a. One speed bump was put on vista mar.

b. Community requested additional speed bumps

c. $4000 allocation for speed bumps was brought up. This was put to a vote and 3/3 board members approved this decision. i. 2 on Bay , 2 on Seaside, and one on the end of Vista Mar

d. Signage i. A stop sign has been placed at the intersection of Vista Mar and Nautical ii. A15-mph speed limit sign has been put up

e. Parking i. Quote was obtained for additional parking in common area for 30X80 space for 9 parking spaces.

1. Asphalt quoted at 45k

2. Concrete was over 60k

3. Oncor said we cannot do gravel

f. Trees behind homes on the back of Vista Mar

ie. Instead of doing mowing this winter, the trees that are within 10ft of people’s fences at the back of Vista Mar will be taken care of as well as trimming of trees around the community in common spaces within what our allocated budget for lawn services allows for.

g. Rocks in the front entrance circle have been completed

h. The mosquito pit In Fernando commo area has been filled with sand

i. Vista Mar decomposing wall has been filled some and is currently back up where it needs to be

j. Work on the erosion on Vista Mar is still pending. We will be putting some concrete bags once the lawncare contractor has the time.

10. Upcoming

a. Residents requested that we talk about adding rules for our neighborhood around growing of vegetation and gardening.

b. It was decided that this topic would be discussed in upcoming meeting in February as well as the topic of mailboxes.

c. Consideration of having bushes for every house and maintained by the HOA was brought up in discussion for future consideration.

d. Discussion around cleaning up trash around the community left in common areas and around the general community was held.
